MAS serves as the official Policy Liaison for UMBC. The Policy Liaison serves as a resource to the campus to
- Ensure that the campus policy formulation process is consistent with University standards
- Ensure campus policies remain current and in compliance with related BOR Policy
- Assures the availability and accessibility of a University policy.
The Policy Liaison works with the campus community in helping to define, shepherd, and implement effective university policy formulation and a cataloguing process via the policy website.

Shared Governance Approval Process
Each campus policy begins as a draft written in the policy template. From there, the following steps are taken:
- The Policy Liaison reviews the draft and makes any necessary edits and poses clarifying questions to the Responsible Official.
- The Policy Liaison may request input from the Office of General Counsel for legal topics.
- The draft is then returned to the Responsible Official with recommended Shared Governance groups to review the policy.
- The Responsible Official shall schedule presentation and discussion with the Shared Governance groups recommended by the Policy Liaison.
- Once approved through Shared Governance, the policy is presented to Senior Leadership for final review and recommended approval by the President.
- Following approval by the President, the Policy Liaison will post the final policy to the UMBC Policy Website.
